Football Association of Malaysia (FAM) Executive Committee convened its fourth special meeting for the 2025–2029 term today at Wisma FAM, Kelana Jaya, chaired by FAM Acting President Datuk Wira Mohd Yusoff Hj. Mahadi.
The meeting was held to deliberate on the findings of the Independent Investigation Committee (IIC), chaired by Tun Md Raus Sharif, which identified two critical issues concerning the national team setup — namely the granting of Malaysian citizenship and document forgery or misrepresentation involving seven newly registered Harimau Malaya heritage players.
Following its investigation, the IIC submitted a set of firm recommendations to FAM, calling for decisive action to safeguard the integrity and credibility of Malaysian football.
The committee proposed that FAM should:
- Lodge a police report to enable a comprehensive criminal investigation.
- Improve governance procedures related to the registration of heritage players.
- Ensure documentation fraud does not recur, while protecting the reputation and integrity of Malaysian football.
Acting on the IIC’s findings, the FAM Executive Committee reached the following resolutions:
- A police report will be lodged in line with the IIC’s recommendation to allow a full investigation by the authorities.
- Governance reforms will be implemented in the heritage player registration process to prevent negligence and document falsification from recurring.
- The suspension of FAM Secretary General Datuk Noor Azman Hj. Rahman remains in effect and the matter will be referred to the FAM Disciplinary Committee for further action.
In addition, it was confirmed that FIFA will conduct its own investigation into Datuk Noor Azman, adding an international dimension to the ongoing case.
The developments mark a critical juncture for Malaysian football governance, with FAM under increased scrutiny both domestically and globally. While the heritage player programme has been viewed as a strategic pathway to strengthen Harimau Malaya’s competitiveness, the current situation underscores the need for transparency, compliance and robust governance structures.
As investigations progress, all eyes will be on FAM’s next steps — not only to resolve the current issue, but to restore trust and ensure Malaysian football moves forward with integrity.
