Malaysian Football League Financial Fair Play Unit (FFP MFL) and the First Instance Body (FIB) have released their official findings on the financial status of clubs for the 2025/26 Malaysian League season — with Kelantan TRW FC and PDRM FC emerging as the only two teams found to have outstanding wage arrears.
The report follows the online submission meeting conducted on 10 November 2025, where clubs were required to provide their Declaration of Outstanding or Non-Outstanding Payments (as of September 2025) and their August–September 2025 Financial Statements. The submission deadline was 16 October 2025.
According to FFP MFL’s audit, Kelantan TRW FC and PDRM FC still have unsettled salary arrears from the previous season. These findings were confirmed through verification with the Professional Footballers Association of Malaysia (PFAM).
Despite being granted National Club Licences to compete in the 2025/26 Liga Super Malaysia, their licences were based on earlier declarations of clearing arrears by 31 December 2024, in line with MFL Licensing Regulations (2024–2025 edition).
However, for the new season’s financial monitoring cycle, neither club submitted their Declaration of Outstanding/Non-Outstanding Payments by the deadline.
Following FIB instructions, FFP MFL issued two formal warning letters demanding proof of settlement or a payment plan. Both clubs failed to respond.
Under Article 14 of the MFL FFP Regulations (2025–2026), this constitutes a breach of mandatory financial monitoring requirements.
Consequently, FIB imposed the following sanctions:
1st Penalty, RM10,000 fine each (Kelantan TRW FC, PDRM FC) 14-day deadline to act — no response received
2nd Penalty RM20,000 fine each, Still no submission of payment proof or plan
3rd Penalty RM40,000 fine each Transfer ban for the second transfer window of the 2025/26 season
The transfer ban is one of the sternest measures available to the FIB, signalling the seriousness of both clubs’ non-compliance.
FIB has now given Kelantan TRW FC and PDRM FC until 31 December 2025 to fully settle all arrears.
Failure to comply could trigger more severe disciplinary actions under Article 14(1)(e), which may include Points deduction, Ban from hosting home matches, Disqualification from competitions, Withdrawal of MFL Financial Distributions.
