First Instance Body (FIB), an independent licensing authority, has issued a detailed clarification regarding the alleged payment arrears involving Kelantan Darul Naim for the 2024/25 club licensing cycle.
Referring to Article F.04 under the Financial Criteria in the 2024–2025 MFL Club Licensing Regulations, all license applicants must prove they have no outstanding payments or have in place an approved payment plan involving employees or statutory bodies, such as LHDN (Inland Revenue Board), EPF (KWSP), SOCSO (PERKESO), and EIS, as of December 31, 2024.
The MFL Club Licensing Unit, in coordination with the Professional Footballers Association of Malaysia (PFAM), has confirmed that KDN FC has no outstanding salary payments for its senior Super League team as of the cut-off date.
However, the club has submitted supporting documents for a structured installment payment plan regarding salary arrears involving the Under-23 squad. These documents include a signed mutual agreement between the club and all affected players, which satisfies the requirements outlined in Article F.04.
The Licensing Unit has affirmed that this submission meets the financial criteria, but will continue to monitor the execution of the Under-23 salary installment plan closely.
In regard to statutory payment arrears, KDN FC has provided official letters of request for installment plans to both EPF and PERKESO, with official stamps from both agencies confirming receipt.
As a follow-up, the FIB has instructed the Licensing Unit to track KDN FC’s compliance by requiring periodic submission of official payment receipts until the arrears are fully resolved.
FIB Chairman Sheikh Mohd Nasir Sheikh Mohd Sharif emphasized that any inaccurate declarations or submissions made to the Club Licensing Administration (CLA) of the MFL for the 2025–2026 season may trigger a formal investigation.
“The integrity of the club licensing system depends on full transparency and compliance. Any discrepancies or false information will be treated seriously and could affect the club’s future licensing status,” he stressed.
