First Instance Body (FIB) Committee has punishment by deducted 6 points, fined RM50,000, and revoked AFC Club License due to problem of financial documents.
Following an investigation into Kuala Lumpur City, the First Instance Body (FIB) confirmed that the process of granting the National License on November 22, 2023, and the AFC License on May 15, 2024, to KL City FC (for the 2024-2025 season) was conducted correctly, based on the MFL Club Licensing Regulations 2023 Edition (MFL CLR 2023).
The investigation began after KL City FC Club Director, Mr. Syed Yazid, disclosed certain information, prompting the FIB to review all declarations of arrears through the AFC CLAS system. The review verified there were no arrears up to June 30, 2023, for the National License and December 31, 2023, for the AFC License, supported by a letter from a government agency.
The FIB held an audit meeting with the club’s top management and the Kuala Lumpur Football Association (KLFA) on July 26, 2024, at the KL City FC office. This session reviewed the validity of the club’s declaration letters to government agencies, EPF, LHDN, and SOCSO, under article 2.5 “Compliance audits” of MFL CLR 2023. It aimed to address discrepancies in the declaration information.
The FIB found the documents submitted by KL City FC regarding IRB, EPF, and SOCSO contributions contained inaccurate or false information. This was confirmed via emails from the relevant government agencies, contradicting the documentation submitted to FIB before the deadlines for financial criteria documents on August 31, 2023, for national licenses, and March 31, 2024, for AFC licenses.
As a result, KL City FC was held fully responsible for the integrity of the documentation submitted to FIB. The penalties, in accordance with MFL CLR 2023 article 2.4 “Licensing Sanctions,” include:
With reference to sub-criteria F.04, government agency arrears as of December 31, 2023, need to be settled by September 30, 2024. If KL City FC fails to settle the arrears by the deadline, further actions and penalties will be enforced under article 2.4 “Licensing Sanctions,” including:
- 6-point deduction
- Fine of RM 50,000
- Player transfer ban until the end of the 2024-2025 season
With reference to sub-criteria F.04, declaration of salary arrears and government agencies as of December 31, 2023, needed to be completed by March 31, 2024. The inaccurate declaration submitted by KL City FC on March 29, 2024, resulted in the following penalties under article 2.4 “Licensing Sanctions (d), (f), (n)”:
- Prohibited from applying for an AFC license during the 2024/25 and 2025/26 cycles
- Fine of RM 50,000
- Cancellation of the AFC license for the 2024/25 season
Additionally, the MFL Board of Directors may take further action on the offenses committed by KL City FC.
